Special Council Meeting Minutes - March 6, 2013


The Council meeting was called to order at 7:00 p.m. by Mayor Renda.

PRESENT AT ROLL CALL: Mr. Buczek, Mrs. Cooper, Mr. Fritz, Mr. Richman, Ms. Sturgis, Mr. Wortzman

Also Present: Santo Incorvaia, Village Prosecutor, Police Lt. Kevin Wyant, Prashant Shah, Treasurer, Tricia Ingrassia, Assistant to the Treasurer


Mayor Renda stated that she would like to dispense with the reading and disposal of the journal until the next meeting and move right to appointments and confirmations.


APPOINTMENTS AND CONFIRMATIONS

Mayor Renda stated that the reason this Special Council meeting was called tonight was so that she can appoint Chief Canter as Interim Police Chief of Moreland Hills. Mayor Renda stated that Chief Canter has a very impressive resume and has been in law enforcement for over forty-four years. She stated that he comes highly recommended and in fact was Police Chief in Maple Heights when the Village Prosecutor, Santo Incorvaia was the Mayor and when our Treasurer Prashant Shah was the Finance Director. Mayor Renda stated that most recently, Chief Canter worked in Richfield under Mayor Beshara, who could not say enough good things about him. She stated that not only was she impressed by the Chief but very thrilled that he is willing to help out the Village during this period. Mayor Renda stated that she knows when the Village police force is able to meet him and get to know him; they will also be impressed and thrilled too.

Mayor Renda stated that Mr. Incorvaia was very instrumental in helping to find Chief Canter. At this time, Mr. Incorvaia stated that he was fortunate enough to work with Chief Canter in Maple Heights. He stated that the Chief will do a fine job in Moreland Hills and that the Village appreciates that he was willing to step in and help out on a temporary basis.


ORDINANCES AND RESOLUTIONS:

Ordinance 2013-01 – Introduced by Ms. Sturgis
an ordinance confirming the appointment by the mayor of the village of moreland hills of dale canter as interim police chief for a term not to exceed six months and declaring an emergency.

Ms. Sturgis stated that in addition to Chief Canter’s forty-four years of service, he has twenty-four years as a police chief and is also a decorated veteran. She stated that Chief Canter is a graduate of the FBI National Academy, the Ohio University Police Executive Leadership College, as well as the Ohio State National Highway Patrol Academy. Ms. Sturgis stated that the Moreland Hills police officers will be appreciative of and benefit from the Chief’s educational background.

Ms. Sturgis made a motion seconded by Mr. Buczek for suspension of the rules for Ordinance 2013-01.

NAYS: None
MOTION CARRIED


Ms. Sturgis made a motion seconded by Mr. Fritz for passage of Ordinance 2013-01.

MOTION CARRIED


At this time, Mayor Renda swore in Dale Canter as Chief of Police.

Chief Canter thanked the Mayor for having faith in him and for giving him the opportunity to work for the Village of Moreland Hills.

Mr. Buczek made a motion seconded by Mr. Richman to adjourn the meeting at 7:10 p.m.
