    PLANNING COMMISSION MEETING
    MINUTES
    March 30, 2009

    The Planning Commission Meeting of the Village of Moreland Hills was called to order by Councilman Buczek, Acting Chair at 5:04 pm.

    PRESENT AT ROLL CALL:   Mayor Renda, Mr. Wilk, Mr. Bolek and Mr. Buczek.

    ALSO PRESENT: Assistant Law Director Vesna Mijic-Barisic, Village Engineer Jeff Filarski, Building Commissioner Greg Potts, and Clerk of Council Mary Catherine Knight.

    A motion was made by Mayor Renda and seconded by Mr. Bolek to approve the minutes from February 23, 2009.

                            NAYS: None

    1.         Mr. and Mrs. Janke
    105 Easton Lane
    Sunroom & Deck / Dick Kawalek Architect

    Discussion:  Mr. Dick Kawalek, Architect was present.  Mr. Kawalek explained that this is a replacement of an existing sun room and deck on a 30 year old house.  Mr. Buczek mentioned that Mr. Kawalek is the Village Architect and due to a conflict of interest Mr. John Brown, Architect reviewed the plans and approved them.

    Mr. Bolek made a motion seconded by Mayor Renda to approve the sunroom and deck replacement at 105 Easton Lane.

    2.         Mr. & Mrs. Jeckering
    150 Miles Road
    New dwelling / Paskevich Architects

    Discussion:  Mr. Al Klauss, Architect from Anthony Paskevich Architects was present.  Mr. Klauss mentioned that this project was before the Planning Commission several years ago as a preliminary design.  Chagrin Falls will permit the sanitary and water connection to their facilities.  A revised site plan will be drafted to move house to the allowable 30 ft. front setback due to the Engineer’s recommendation to move the house away from the hillside.  The Law Department will draft such request as item #4 in the Engineer’s letter.  This project will need to be re-recommended to Council for a variance approval due to the up-coming expiration of the first granted variance.

    Mr. Bolek made a motion seconded by Mr. Wilk to approve the new dwelling at 150 Miles Road contingent upon; 1. compliance with the Village Engineer’s letter; 2. compliance with the signature of liability release of the Village; 3. written permission from Chagrin Falls for water and sewer tie in; 4. written permission from Mr. Rick Loconti for force main tie in; 5. contingent upon Council’s approval of the variance; and 6. confirmation of EDP’s recommendations for the design of the house foundations, slabs, etc

3.         Mr. and Mrs. Weinberg
215 Meadowwood
Addition/ Scott Schleider Homes

Discussion:  Mr. Scott Schleider, builder, was present.  Mr. Schleider explained that the addition will be taking on a new look to the front of the house.  The old house has 3 roof pitches and those 3 roof pitches will be matched with the addition.  The garage will need a variance of approximately 7.5 feet.

Mayor Renda made a motion seconded by Mr. Bolek to recommend to Council a variance not to exceed 10 feet for 215 Meadowwood Lane and pending structural framing and new plan submittal.

4.      Mr. and Mrs. Asmani

60 Meadowhill Lane
Addition/ Warren Morrow

Discussion:  Mr. Warren Morrow, builder, was present.  Mr. Morrow explained that the addition is on the rear of the house.  Mr. Morrow is looking for approval contingent upon final drawing approval by the end of the week.

Mr. Bolek made a motion seconded by Mayor Renda to approve the addition at 60 Meadowhill Lane pending submittal of the architect’s request and redesign of roof pitch.

   5.         Mr. & Mrs. Platt
3750 Chagrin River Road
Fence – Height Variance

Discussion:  Mr. Steven Patton, attorney, was present representing Mr. & Mrs. Platt.  Mr. Patton explained that The Platt’s are looking for approval of a 7 foot height fence, board on board.  Trees are on the neighbor’s property line.  The fence will be installed half way up the side property.  This would block out part of the view of the neighbor’s home.  The purpose of this fence is for privacy issues.  The fence will not be seen from the road.  A 2 foot variance will be needed for the rear yard and a 3 foot variance will be needed for the side yard.

Mayor Renda made a motion seconded by Mr. Bolek to recommend to Council approval of a 2 foot variance for the rear fence and a 3 foot variance for the side fence at 3750 Chagrin River Road.

6.         Moreland Hills Park Commission
Forest Ridge Preserve Sign

Discussion:  Mayor Renda is representing the Moreland Hills Parks Commission and would like to get approval from the Planning Commission for the Forest Ridge sign.  A color rendering was distributed in Planning Commission packets and a pencil sketch of the actual size is displayed for review.  Mayor Renda would recuse herself from the vote of Planning Commission due to conflict of interest on the Parks Commission, therefore a quorum is necessary and the item will be tabled until next month.

DISCUSSION:
                       
Assistant Law Director, Vesna Mijic-Barisic distributed a draft of the generator ordinance for the Commission’s review.  Ms. Mijic-Barisic noted that it was drafted with the Planning Commissions recommendations.  Ms. Mijic-Barisic noted that more parameters could be put on the definitions.  She also noted that the ‘7 Dunkin Factors’ were reviewed when drafting the ordinance and those factors name practical difficulties.  The Planning Commission will review the generator ordinance draft and discuss again at the next meeting.

Mr. Buczek mentioned and requested that drawings of the site plans be provided in the Planning Commission packets for each member so that they can properly review before the meetings.

Mayor Renda made a motion to adjourn the Planning Commission at 6:23 pm.
