    VILLAGE OF MORELAND HILLS
    MINUTES OF THE SAFETY COMMITTEE MEETING
    February 24, 2009

    The Safety Committee meeting was called to order at 8:09 a.m.

    The meeting was attended by Safety Committee members Police Chief Thomas Flauto, Councilman Larry Newman, Safety Chair and Councilwoman Robin Cooper and Mayor Susan Renda. 

    1. OLD BUSINESS

     

      1. Duty Room Renovation Project – Chief Flauto reported that the bidding advertisement was delayed slightly so that Mr. Greg Potts could add more detail to the bidding specifications.  The advertisement will go out within a week.
      1. Police Building – Chief Flauto informed the committee that the painting is underway and the tile repair work is scheduled to begin on March 9.

     

      1. Orange School Campus Audible Alarm Project – Chief Flauto  stated that the first test was completed on February 17.  The alarm was heard throughout the campus.  Reverse 911 was used to determine whether the alarm was too loud for nearby neighborhoods.  Testing will continue on a monthly basis.
      1. Police Dispatch Service – Chief Flauto  reported that the Chagrin Falls Police Dispatch Service conducted a meeting of participating communities on Feb. 10.  They advised that a three year contract commencing in 2010 will contain some capital improvements involving old and unreliable equipment replacement.  The cost will be divided between the participating agencies.  Also, a new formula is being considered which may reduce the annual service charges that Moreland Hills currently pays.

     

      1. Valley Emergency Regional Council of Governments (VERCOG) – A VERCOG meeting was held on February 17 at Orange Village Hall.  Councilwoman Cooper and Chief Flauto attended the meeting.  There was an informative presentation by VEG Chiefs describing the history, operation and services of the various VEG units.  A display of VEG equipment was then viewed by mayors and representatives of member agencies.  The 2007 dues were $3,000, 2008 dues were $4,000 and the proposed 2009 dues are $7,000.  After discussion regarding the $3,000 increase in dues, the proposed budget was passed.  A committee was created to evaluate the proposed insurance costs.   Moreland Hills has two police officers who are members of the VEG group.
      1. Community Emergency Response Team (CERT) – Chief Flauto informed the committee that Officer Caroline Tackla will conduct an organizational meeting of CERT on February 26 at 2:30 p.m. at the Moreland Hills Police Department.  The committee asked whether future meetings of the CERT group could be held later in the day or early evening to enable more residents to be available for the meetings.  Chief Flauto will ask Officer Tackla to make a short presentation on CERT at the March 11 council meeting.

     

      1. Police and Fire Renewal Levy – The committee discussed the upcoming renewal levy.  Mayor Renda would like to form a residents’ group to assist in the levy campaign. 

     

    1. NEW BUSINESS
      1. Resident’s Concerns – There were no concerns brought to the committee this month.

     

      1. Chagrin Boulevard Slope Stabilization Project – Chief Flauto stated that both Orange and Chagrin Falls Schools have been notified that Chagrin Boulevard will be closed on the east side of the Cleveland Metroparks beginning early April for three months.  The Solon and Chagrin Falls Police Departments have also been contacted regarding the road closure and detours.  The Chagrin Falls Fire Department is considering having an EMS truck at Moreland Hills Police Department during the road closure.
    1. NEXT MEETING – The next Safety Committee meeting is scheduled for March 3, 2009 at 8:00 a.m.

     

    1. There being no further business, the Committee members unanimously agreed to adjourn the meeting at 8:43 a.m.
